The A30 trunk road runs between Honiton in Devon and Penzance in Cornwall. Merrymeet Junction was an at-grade roundabout on the A30 trunk road (a dual carriageway) where the A382 (a single carriageway) crosses it at Whiddon Down in Devon, approximately midway between Exeter and Okehampton. The junction had a poor accident record and suffered congestion particularly at peak times during the summer period.
ECI was undertaken during Phase 1A and 1B through to agreement of the Target Cost, including involvement in the statutory processes which through careful management resulted in the avoidance of the need for a Public Inquiry, with associated time savings of 9 – 12 months and cost savings of £300k to £500k. Value engineering through challenging highway alignment departures achieved a further £900K of savings.
The works involved design and construction of a new bridge to form grade separation over the existing A30 with associated earthworks, carriageway construction & slip roads, lighting, signing and traffic management.
The scheme was opened in December 2006, 3 months ahead of programme.
